1. Listed below are the minutes for the LIG Cadet Advisory Council meeting of 03 November, which was held at Group HQ from 1930-2122 hours.

2. OPENING BUSINESS: Acting CAC Chair, C/CMSgt Joseph Themann, called the meeting to order at 1930 hours.

  • The Color Guard is being developed and will be presenting the colors for the Strong Island Sound basketball team home games.

    e. Problems:
  • There has been a communication problem with the squadron Cadet Commander, as he is not disseminating information to the rest of his staff. (see “New Business”)

  • f. Awards/Promotions
  • Many cadets have earned 101 cards.

  • II. Col Francis S. Gabreski Squadron
    a. Membership:

  • US Air Force Academy/ USAF ROTC representatives will be coming to make a presentation on 04Nov05 at the squadron meeting. All cadets on Long Island Group are invited to attend. The uniform is BDUs.

    a. Membership

  • 3. OLD BUSINESS
    A. Red and gold shoulder chords would like to be considered for approval for Group CAC members. The discussion was postponed until next CAC meeting pending input from CAC Chairman, C/Maj. Joshua Lebenns.

    B. A new recorder is needed for LIG CAC, as the former recorder, C/MSgt Colin Martin, resigned from the position.
    I. No volunteers were selected.

    C. LIG Honor Guard Academy (HGA)/Drill School
    I. The CAC felt a need for uniformity among the LIG Honor Guards. A group HGA would be an ideal place to promote this.
    II. Possible meeting places include:

  • Squadron 9’s meeting location, Gabreski ANG Base
  • Gabreski Airport civilian hangar(s)
  • Patchogue Armory

  • III. C/Maj. Lebenns will be emailing the CAC further details on this subject.

    D. LIG Operating Instructions (OI)
    I. The CAC unanimously agreed a group OI is needed.
    II. A committee was assigned to initiate the drafting process:

  • C/TSgt Bridget Flatley, NY-153

  • III. An initial draft of the LIG IO will be presented at the next CAC meeting.

    IV. C/Tsgt Flatley presented the CAC with the NYWG Encampment SOP.
    V. C/SMSgt Klinger and C/MSgt Martin informed the CAC that their units have Squadron SOPs.

    E. National Cadet Special Activities
    I. The 2006 NCSAs are listed on the CAP website, which can be accessed through a link on the LIGCAC website.
    II. The CAC advised all of its members to disseminate the information about the 2006 NCSAs at their home squadrons, and to encourage that cadets attend.
    III. A date for the LIG NCSA Selection Review Board is needed.

    F. Encampment
    I. 34 cadets from LIG attended encampment last year.
    II. C/SMSgt Klinger endorsed Rhode Island Wing Encampment.
    III. The CAC identified that the problem of low cadet attendance at encampment was due to the cadets being unaware of the opportunities available to them
    IV. Lt. Ridley proposed that a photo presentation travel to every squadron in the group and encourage cadet attendance at encampment.
    V. C/CMSgt Themann informed the CAC that he has a slideshow presentation available, about the opportunities that the CAP provides its cadets.

    6. NEW BUSINESS

    A. NRA Qualification Course
    I. Lt. Ridley informed the CAC that any squadron interested in holding an NRA qualification course must:

  • contact Major Ozer
  • receive a letter from the LIG Commander permitting the course
  • require permission forms signed by parents

  • II. The cost is $5 per cadet for marksmanship badges
    III. C/CMSgt Themann endorsed the course.
    IV. The course is given by Major Ozer.

    B. CAP Scholarships
    I. Will be in the November issue of the CAP News
    II. NYWG Form 95 is required for each applicant.

    C. Recruiting
    I. C/CMSgt Tamm informed the CAC that there will be a CAP recruiting table at every Brian M. Mooney Cadet Squadron Color Guard performance at the basketball games.
    II. Lt. Ridley informed the CAC about a News Channel 12 video, in addition to videos available on the CAP national website. Squadrons should obtain these, and show them at recruiting drives.
    III. C/CMSgt Themann informed the CAC about a Channel 20 national recruiting video.
    IV. The CAC concluded that most civilians are not aware of the missions the CAP does for America.

    D. The CAP Aerospace Excellence program is being done again.

    E. Some squadrons are having problems with the command staff. 
    I. The chain of command is not working.
    II. Cadets are finding out about activities too late.

    F. The 2005 recruiting contest is up and running.

    G. The Brian M. Mooney Cadet Squadron and Squadron 7 need help building their Color Guards.
    I. C/CMSgt Themann and C/MSgt Martin offered assistance.

    7. 10 MINUTE CAC RECESS

    8. NEW BUSINESS (continued)

    L. The CAC identified that an overwhelming number of cadets’ general knowledge of the CAP and its history is very sparse and insufficient.
    a. The Cadet Orientation Course, CAPP 52-19, should fix this problem. 

    9. OPEN FLOOR

    A. LIG CAC Senior Advisor, Lt. Ridley, needs CAP Forms 2A from all primary squadron representatives by next CAC meeting.

    B. A LIG Land Navigation Course will be held in the Spring of 2006.

    C. A LIG Rocketry Course will be held in the Spring of 2006.

    D. Lt. Ridley informed the CAC of the benefits of being in CAP and having a Mitchell award for cadets that are looking to go to college and the military.

    E. C/TSgt Flatley addressed the topic that as per CAPR 52-16, cadets may test only once per month.

    10. ANNOUNCEMENTS

    A. Brian M. Mooney Cadet Squadron’s problem will be addressed further at the next CAC meeting.

    B. The next LIG CAC meeting will be held Thursday, 01 December 2005, at 1900 hrs at Long Island Group Headquarters.

    11. ADJOURNMENT
    A. C/2d Lt. Gidasi motioned to adjourn the meeting at 2122 hrs. The motion was seconded and passed unanimously.
